				<content:encoded><![CDATA[<p>According to a recent report, sales in December 2009<br />
were up 33% compared to December 2008. Sales<br />
have been up 6 months in a row! But, overall, sales<br />
for the year were flat compared to 2008.</p>
<p>In many areas of the city, the number of properties<br />
sold is trending up while the selling price is<br />
trending down.  So demand is being driven by<br />
increased affordability and the tax credit. </p>
<p>Also, investors are back in the market snatching up<br />
deeply discounted bank owned properties. The<br />
distressed property sales are pulling down Chicago&#8217;s<br />
median value.  There are properties on the South<br />
and West Sides selling for $20,000!  But, I think<br />
that certain areas, like the South Loop and the Near<br />
North side, are stabilizing.  Sales activity in those areas<br />
is high, but there is also a lot of inventory on the market. </p>
<p>Hopefully, when the tax credit expires, consumer<br />
confidence will be higher than it is currently. The<br />
timing is good, because it expires during the busy<br />
Spring selling season.  So right when it expires,<br />
seasonal demand will be picking up. </p>
<p>I think we hit bottom around July/August 2009.<br />
There is a lot of pent-up demand out there. But there<br />
is even more uncertainty. The main concern now is<br />
job creation. But, I think overall that 2010 will be a better<br />
year than 2009.</p>

<p>East Garfield Park is a community area located on<br />
the west side of Chicago, Illinois, USA. It is part<br />
of the Chicago West Side area. Located directly<br />
in the path of gentrification heading westward<br />
from the Loop, East Garfield Park has been named<br />
one of America&#8217;s most &#8220;up and coming neighborhoods&#8221;<br />
in the March 6, 2007 issue of Business Week.<br />
However, since the housing market has slowed<br />
nationwide, the gentrification of East Garfield Park<br />
is expected to take several years.</p>
<p>The neighborhood is bordered by Carroll Street on<br />
the north, Arthington and Taylor Streets on the<br />
south, Hamlin and Independence Avenues to the<br />
west, and Rockwell Street to the east.</p>
<p>Nearly 20% of the neighborhood is managed by the<br />
Chicago Park District, with Garfield Park occupying<br />
the northwest corner of the neighborhood. The<br />
neighborhood is home to the Garfield Park<br />
Conservatory, one of the largest and most<br />
impressive conservatories in the United States.</p>
<p>Two of Chicago Transit Authority&#8217;s train lines,<br />
the Blue Line and the Green Line, service this<br />
neighborhood. The Green Line has stations at<br />
California Ave / Lake St, Kedzie Ave / Lake St,<br />
and Central Park Drive / Lake St. The Blue Line<br />
has a station in the median of the Eisenhower<br />
Expressway with entrances at both Kedzie Ave<br />
and Homan Ave.</p>
<p>The neighborhood is also well-served by the CTA&#8217;s<br />
bus service. East-west bus routes include #20<br />
along Madison Street, #126 along Jackson Street,<br />
and #7 along Harrison Street. In addition, the<br />
#X20 runs eastbound along Warren Street and<br />
westbound along Washington Street. North-south<br />
bus routes include #94 along California Avenue,<br />
#52 along Kedzie Avenue, and #82 along Homan<br />
Avenue.</p>
